The term stabilized refers to the reduction or elimination of stretch in the finishing process. All woven fabrics that use rigid yarns have little to no stretch. Knit fabrics such as tricot have some inherent stretch which can be minimized or eliminated through construction and or framing and or the application of topical finish.
